LPP General Terms of Online Sales

General Terms and Conditions of LPP Online Sales (hereinafter: General Terms and Conditions of Online Sales) are drawn up in accordance with the regulations listed below, namely: the Consumer Protection Act (ZVPot-1) (Official Gazette of the Republic of Slovenia, No. 130/22), the Electronic Communications Act (ZEKom-2) (Official Gazette of the Republic of Slovenia, Nos. 130/22 and 18/23 – ZDU-1O), the Electronic Commerce Market Act (ZEPT) (Official Gazette of the Republic of Slovenia, Nos. 96/09 – official consolidated text, 19/15, 189/21 – ZDU-1M, 18/23 – ZDU-1O and 30/24 – ZIUETDS), the Personal Data Protection Act (ZVOP-2) (Official Gazette of the Republic of Slovenia, No. 163/22), and Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, repealing Directive 95/46/EC (General Data Protection Regulation) (OJ L 119, 04.05.2016, pp. 1–88). These General Terms and Conditions define the operation of online sales and regulate the business relationship between the company JAVNO PODJETJE LJUBLJANSKI POTNIŠKI PROMET, d.o.o., as the provider and operator of the online sales service, and its users or customers.

In addition to applicable legislation and these General Terms and Conditions, the use of online sales is also governed by the currently valid General Transport Conditions – MPP (for the carriage of passengers and luggage in public urban passenger transport) and the General Transport Conditions – Intercity, unless otherwise specified in these General Terms and Conditions. In the event that the General Transport Conditions – MPP (for the carriage of passengers and luggage in public urban passenger transport) or the General Transport Conditions – Intercity are not aligned with these General Terms and Conditions, the provisions of these General Terms and Conditions shall prevail for the use of online sales.

List of products sold online

  • Urbana card credit top-up (The customer may purchase credit up to the difference between the balance already available on the Urbana card and the maximum amount of EUR 50.00. If the value of the purchased credit exceeds the mentioned difference, the entire purchased credit will not be loaded onto the Urbana card at the first validation on the bus, Urbana payment terminal, or other IJPP terminal infrastructure, but will instead be gradually loaded at subsequent validations, after part of the existing balance on the card has been spent. The same applies if the customer, after making an online purchase of credit, also performs a top-up at Urbana sales points before collecting the credit from the online purchase, and the total balance thus exceeds EUR 50.00)
  • IJPP urban and intercity monthly and annual subsidised tickets for secondary school and university students (The period for purchasing term tickets is determined by Article 114 of the Road Transport Act (ZPCP-2)).
  • Monthly school ticket for primary school pupils (for zones 1, 2, 3)
  • Annual transferable ticket (valid within the stop group of the City Municipality of Ljubljana)
  • Annual general ticket (for zones 1, 2, 3)
  • Monthly transferable ticket (valid within the stop group of the City Municipality of Ljubljana)
  • Monthly general ticket (for zones 1, 2, 3)

The purchase of a monthly ticket for the current month is possible only until the 20th day of the month inclusive. After this date, the monthly ticket for the current month may be purchased at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana, at the Ljubljana Bus Station at 4 Trg Osvobodilne fronte, Ljubljana, and at the sales point PAV, Tourism and Rent-a-car, at 4 Cankarjev trg, Vrhnika.

A condition for the purchase of a term ticket (monthly, annual) is that the customer has the appropriate entitlement (secondary school student, university student, general, etc.) recorded on the contactless Urbana card or on the integrated public passenger transport card (hereinafter: IJPP card). The entitlement is recorded on the card by the card issuer at the time of issuing the card. Credit top-up may be carried out on either the yellow or green Urbana card (the type of entitlement recorded on the card is not relevant).

Note:
The purchase of a discounted monthly ticket for unemployed persons via LPP Online Sales at https://urbana.jhl.si/ is not possible.

Personal data protection

The provider will be required to ensure that all personal data collected through LPP Online Sales are kept, protected and processed solely by the provider (LPP d.o.o.) or the provider’s technological contractor. All personal data collected will be handled by the provider or the provider’s technological contractor in accordance with the applicable Personal Data Protection Act and the General Data Protection Regulation (GDPR).
The Provider processes the following data: ID, FirstName, LastName, Address, City, Zip, Country, Email, MSISDN, IdentityNumber (Unique Personal Identification Number in case of SI-PASS login), transactionID, transactionType, CUID, Start time, Amount, ValidationType, StationID, LineID, ProcesTime, ZoneId, WalletBalance, BusID, StartProductTime, EndProductTime, NumberOfProduct, ExecutionTime, TerminalId, Posld, ZoneLocationId.
Personal data collected through LPP Online Sales for the purpose of online purchases will be used solely for the requirements of online purchases or orders. The personal data will be stored only until the purchase and the collection of the product purchased have been completed.

User Rights:

The passenger has the right to obtain from LPP d.o.o. (in person at all accessible LPP d.o.o. service points / electronically at dpo@lpp.si / or by mail to: LPP d.o.o., Celovška cesta 160, Ljubljana) confirmation, without undue delay and at the latest within 30 days, whether or not personal data concerning him or her are being processed, access to the personal data, and the following information: the purpose of processing, categories of personal data concerned, recipients to whom personal data have been or will be disclosed, period of retention, information regarding the right to rectification, erasure, or restriction of processing, the right to lodge a complaint, available information on the source of the personal data, the existence or non-existence of automated decision-making, including profiling.

After the expiry of the 30-day period, a complaint may be lodged with the Information Commissioner.

Customer’s personal data will be appropriately protected against loss, destruction, falsification, manipulation and unauthorised access or unauthorised disclosure by third parties.

Personal data collected through LPP Online Sales for the purpose of online purchases will be used solely for the requirements of online purchases or orders.

For the purposes of the provision of services, LPP may, in the events and to the extent required for the transfer of (personal) data, transfer such data to other users (e.g., official authorities that have legal basis for the request).

LPP shall not be liable for any unauthorized use of the user’s online account.


Data required for customer registration

Data required:

  • Customer’s name and surname,
  • Customer’s e-mail.

Registration options

  • The customer registers or logs into the online user account after obtaining the activation code for registering an individual card, which can be printed at an Urbana machine or obtained at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana. For IJPP cards, the activation code may only be obtained at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana. To obtain the activation code at an Urbana machine, the customer places the card on the reader and selects: “Print activation code for online use”. Registration or login to the user account is carried out via the Urbana On-Line Online Sales portal (https://urbana.jhl.si/).
  • Secondary school and university students who submit an application for a subsidised ticket through the e-Uprava portal are not required to obtain an activation code to add the Urbana or IJPP card to the user account. Upon login, they must select Login with SI-PASS (e-application).
  • During registration, the customer must agree to the General Terms and Conditions of LPP Online Sales, which the customer confirms by checking the box next to the text “rules and conditions”.

User account (registration) cancellation

A customer can cancel their user account at this e-mail address: spletna.prodaja@lpp.si.To verify the authenticity of the data, contact will be made with the customer and the account cancellation confirmed. A request to cancel an account must be sent from the e-mail address stated with the registration or login. Within 15 (fifteen) days after the receipt of the request, the customer’s personal data will be deleted, of which the customer will be notified via e-mail.


Prices

  • All prices are listed on the LPP d.o.o. webpage: https://www.lpp.si/en/price-list as well as with selected products in LPP Online Sales.
  • All prices are in euros and include VAT. The value added tax (VAT) rate for the purchase of monthly tickets is 9.5%. VAT is not charged on Urbana card credit top-up services (VAT is only charged when the service is actually performed, i.e., in the case of the purchase/payment of a ticket on the bus, payment of parking fees, etc.).

Purchasing with payment cards in LPP Online Sales is completely secure. LPP Online Sales is equipped with the advanced MasterCard SecureCode and Verified by Visa systems. LPP d.o.o. is part of the 3D Secure programme (an international security standard for verifying the identity of cardholders in online transactions) and is therefore protected against misuse in accordance with card system rules.

A debit request will be sent to the bank once the process for collecting the purchased products has been initiated on LPP vehicles, at Urbana machines, or via other terminal infrastructure of the IJPP system. The customer’s payment card is charged immediately after the purchase has been confirmed. The currency of payment is subject to the agreement between the customer and the bank.

After completing the online purchase of products using payment cards, the process for collecting the purchased products will be initiated on LPP vehicles, at Urbana machines, or via other terminal infrastructure of the IJPP system.


PayPal

When choosing PayPal as the payment method, the customer is redirected to the PayPal website to complete the payment process.
After completing the online purchase of products using PayPal as the payment method, the process for collecting the purchased products will be initiated on LPP vehicles, at Urbana machines, or via other terminal infrastructure of the IJPP system.


VALÚ Moneta

The use of VALÚ Moneta as a payment method is available to users of Telekom Slovenije, A1 and BOB.
After completing the online purchase of products using VALÚ Moneta as the payment method, the process for collecting the purchased products will be initiated on LPP vehicles, at Urbana machines, or via other terminal infrastructure of the IJPP system.


Conditions for Online Purchase and Order Processing

  • After completing the purchase, the customer will receive a notification by email.
  • The provider (LPP d.o.o.) reserves the right to refuse an order if the customer is not entitled to a certain ticket, or if the Urbana or IJPP card to be topped up has been cancelled, permanently deactivated, revoked, or blocked.
  • The customer may order and pay for the top-up of the Urbana card with credit and/or a term ticket through LPP Online Sales (online purchase), provided that the service is operational.
  • Once the sales point receives a response from the processing centre, it will send a confirmation of the order to the customer’s email address. The confirmation must contain all the information from the customer’s order and, in addition, the following data (excluding payment card information, such as card number and expiry date):
    • order number,
    • purchase number,
    • date and time of order submission and date and time of order confirmation,
    • identification of the internet access point at the time of ordering,
    • purchase status (approved or declined).
  • Prior to finalising the purchase of a term ticket or a credit top-up via LPP Online Sales, the customer, by clicking the “Confirm Purchase” button, agrees that the order constitutes an obligation to pay and confirms that, prior to the purchase, they have read, understood and accepted the General Terms and Conditions of Online Sales and the product price list.
  • Upon receipt of payment, we will complete the purchase and send the invoice by email.

Collection of Purchased Products

  • Purchased products are transferred to the Urbana card or the IJPP card no sooner than 30 (thirty) minutes after the completion of the online purchase. The transfer can be made on the validators on the carrier’s vehicles or on the terminal infrastructure of the IJPP system, at the LPP Passenger Centre cashier desk, and at Urbana machines (Urbana machines allow the collection of credit only, not time-based tickets; the user places the Urbana card on the Urbana machines reader and selects Collect on the screen).
  • Topping up the wallet with credit is primarily intended for users who use this credit to pay for rides on LPP buses. The loading or collection of credit onto the Urbana card is executed upon validation on the bus, where the purchase of a single-ride ticket is performed simultaneously (except in cases where a valid time-based ticket is already loaded on the card).
    Users who wish to use the purchased credit for other purposes — for example, paying for parking — may collect the purchased credit at Urbana machines or at the LPP Passenger Centre.
  • Until the buyer collects the credit, the next online purchase of credit is not possible.

Any issues regarding the collection of already paid products on the carrier’s vehicles, at Urbana machines, or on the terminal infrastructure of the IJPP system must be reported by the buyer in writing to: spletna.prodaja@lpp.si. Issues may also be reported by calling 080 6077.


Order cancellation

A customer may cancel orders made in LPP Online Sales without any additional cost until payments have been confirmed.


Storing of orders and agreements

A sales agreement (order) is saved electronically on the provider’s (LPP d.o.o.) server and accessible by the customer in their user profile at any time. The provider (LPP d.o.o) advises the customer to print out their verification of agreement (order) or their copy of the agreement (order) or save it on their own permanent data storage medium, as the provider (LPP d.o.o) cannot store this type of documents indefinitely due to possible technical limitations or system errors as well as due to legal provisions pertaining to data storage.

When paying by Payment Cards, no data is stored on the provider’s (LPP d.o.o.) server. The data is accessible only to the bank, its processing centre, and the customer/cardholder, except in cases where mandatory regulations provide otherwise.


Receipt

After each purchase of products in LPP Online Sales completed successfully, the customer will receive a receipt by e-mail.


Right of Withdrawal from the Contract

  • The right to withdraw from the contract: The customer has the right to notify LPP of withdrawal from the contract within 14 days of the purchase or collection of credit, the purchase of term tickets, or the conclusion of the contract, without giving any reason, except in cases where monthly term tickets or credit have already been used.
  • Procedure for exercising the right of withdrawal: The customer submits an unambiguous statement of withdrawal from the sales contract either in person at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana, or by email to spletna.prodaja@lpp.siwithin the time limit specified in the previous paragraph.
  • Refunds: In the event of withdrawal from the contract, LPP shall reimburse the customer for all payments received no later than 14 days after receiving the withdrawal statement. Refunds will be made using the same means of payment as used by the customer.
    • Refunds for annual general tickets: In the case of withdrawal from the contract for annual general tickets that have already been used, the customer shall arrange the refund in person at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana.
    • Refunds for annual secondary school or university student tickets: Refunds for annual subsidised secondary school or university student tickets are possible in accordance with the Rules on the Implementation of Subsidised Transport. If the ticket has already been used, the customer shall arrange the refund in person at the LPP Passenger Centre at 56 Slovenska cesta, Ljubljana.
  • Costs of returning a term general ticket: The cost borne by the customer in connection with withdrawal from the contract is the direct cost of returning an already used annual general ticket according to the valid Price List of tickets in urban and integrated passenger transport.
  • Exceptions to the Right of Withdrawal: The consumer has no right to withdraw from the contract or request a refund once a term ticket has been used (even partially) or purchased credit has already been redeemed, in accordance with Article 135 of ZVPot‑1.

Disputes

The parties shall endeavour to resolve any possible disputes amicably. If this is not possible, the dispute will be resolved by a competent court in Ljubljana having jurisdiction over the subject matter of the dispute.

Alternative dispute resolution is governed by the Out-of-Court Settlement of Consumer Disputes Act (ZIsRPS), under which contractual parties resolve disputes through mediation by a provider of out-of-court settlement of consumer disputes (ADR provider). The user/customer may voluntarily decide to initiate a procedure with an ADR provider, and the provider (LPP d.o.o.) may voluntarily decide whether to participate in the procedure.

LPP does not have a designated ADR provider that would be competent to resolve a consumer dispute initiated by the user/customer in accordance with the Out-of-Court Settlement of Consumer Disputes Act. The user/customer may initiate a procedure with any ADR provider listed in the registry of out-of-court consumer dispute resolution providers in the Republic of Slovenia. Safety

The provider (LPP d.o.o.) guarantees that all purchases in LPP Online Sales are perfectly safe. All confidential information communicated on the Internet (personal data, information about purchases and debit/credit card numbers) is appropriately coded, and is therefore unreadable by third parties.

For maximum communications security, LPP Online Sales uses the same mechanisms, which are used by banks, financial institutions and premium online stores.

All communications between web browsers and the webpage are carried out through a HTTPS protocol, which means that all information is appropriately coded – signed with the webpage certificate.
Authorisations and transactions with debit/credit cards are carried out by the authorisation centre of the bank, which is the contracting partner of the provider (LPP d.o.o.) for debit/credit card payments. Cards are authorised in real time with immediate verification of data in the bank system.
